Notice of Public Hearing 2021
State of Wyoming Pilot Project:
Design and/or Construction of a Pilot Project Demonstrating Green or Blue Hydrogen Production and Use
The selection committee has reviewed all proposals and will present the finalist(s) at a virtual public hearing on July 12, 2021 at 10:00 A.M. in order to seek citizen input. Those wishing to comment on one or more finalist projects are encouraged to attend the public hearing. All written comments must be received no later than 9:00 A.M on July 12, 2021. The Wyoming Energy Authority will take all comments made at the public hearing and written comments submitted on or before the deadline into consideration before recommending one or more projects to the Energy Resources Council for final consideration.
The Wyoming Energy Authority published a Request for Proposals (RFP), issued on March 17, 2021 which closed on April 28, 2021, seeking proposals from private industry, public and private universities, government agencies, research institutions, and individuals that can undertake a demonstration project of this scope.
The intent of this RFP is to receive proposals for the design and/or construction of a pilot project demonstrating hydrogen production and/or use from renewable (green) or hydrocarbon with carbon capture and sequestration (blue) feedstock, within the boundaries of Wyoming. Successful proposals will specifically address the proposed direct and indirect actual and potential public benefits of the project, which will accrue to the State of Wyoming, its residents and communities, including, but not limited to: infrastructure development, business creation or retention, job creation or retention, technological advancement, intellectual property rights, commercialization, and additional state taxes, such as sales and use and/or property tax.
